Dr. Czarnecki provides operational oversight and strategic program portfolio development for the NY state Center of Excellence (COE) for Small Scale Systems Integration and Packaging (S3IP) at Binghamton University. It comprises five constituent research centers, an instrumentation lab, and a nanotechnology fabrication lab, focused on microelectronics packaging and reliability; flexible electronics manufacturing; energy-efficient electronic systems; and energy harvesting and storage devices and systems. Dr. Czarnecki was director of advanced technology at Lockheed Martin, joining S3IP after a 30-year career leading multidisciplinary R&D teams in systems of systems engineering development and business capture work. He twice received the NOVA award, Lockheed Martin’s highest employee recognition, for teamwork. Steve received a PhD in electrical engineering and computer science from Princeton University and BEE from Kettering University (the former General Motors Institute), and has expertise in statistical signal processing and systems engineering.
